During April and May 2022, FCE took part in the study on the application and impact of Directive (EU) 2015/2366 on Payment Services (PSD2) managed by VVA.
In April FCE responded to a questionnaire, in which it highlighted due to the business model, fuel cards are not typical of payments instruments and may warrant separate regulatory treatments. However, as fuel cards are considered payment instruments according to PSD2, FCE believes that the limited network exclusion under Art. 3 (“Exclusions”) of PSD2 should continue to apply. The response emphasised that notification requirements should be harmonised to create “level playing field” within the internal market and reduce the administrative and bureaucratic burden on businesses

The process culminated with an interview of the FCE Payments Working Group and VVA which took place on 12 May. During the interview FCE was represented by Payments Working Group Chair, Tony Garner, Radius, Martin Weaver, Radius, Antonio Chiesa, DKV, Frank Hock, Lunadis, Lukáš Herma, Eurowag and Philippe Relland Bernard, Edenred .
